Admin List Agent Memories

Read-only memory browser for any agent — admin JWT auth.

Bypasses the user-scoping that the user-facing route applies. Returns EVERY memory for the agent regardless of which user owns it (admin can inspect a teammate's user-scoped facts to debug "agent doesn't remember X" tickets).
