Usdt Package Create

创建 USDT 套餐支付订单。

流程:

  1. 查 USDT_PLANS[plan_id] → cny_amount + credits
  2. 生成商户订单号: USDT_PKG_{plan_id}{timestamp}{user_hash}
  3. 调用 usdt_service.create_usdt_order()
  4. 写入 payment_orders (payment_method='usdt', order_type='package', symbol=plan_id)
  5. 返回收款地址 + USDT 金额
