Revoke Api Credential

Idempotent by design: re-revoking an already-revoked credential is still a 204, so a panicked owner hitting this twice does not see an error and wonder which call won. The ownership predicate is in the WHERE clause, so another account's credential id is a 404 rather than a silent no-op.
