List Relationship Blocks

List every relationship of the calling identity that is currently blocked.

Returns blocks in BOTH directions - ones the caller placed and ones placed on them - because both change what the caller can do. Unpaginated on purpose: a block is rare and deliberate, unlike a connection, so this is a handful of rows rather than the hundreds GET /api/connections had to be paginated for.
