Import Open Mind Artifact

Import an OPEN linked-data artifact into a brand-new agent (TOS-1348).

Accepts a JSON-LD (.jsonld/.json) or YAML-LD (.yaml/.yml) mind document, or a Vault-LD markdown vault as a .zip. The format is sniffed from the content; signed .tqmind transplants use /import-mind. Open artifacts always mint a new agent.
