Import Mind Artifact

Import a .tqmind.

Default (no target_agent_id): mint a brand-new agent owned by the caller. With target_agent_id: graft the donor mind onto that existing agent the caller owns - mode=replace (snapshot then wipe) or mode=merge (non-destructive union). Defaults to replace when grafting.
