List evaluation backlog

Read evaluation counts grouped by the pinned evaluator plugin id and version, only in the key's Organization and granted Corpora. unavailable counts pending intents whose latest error is evaluator_unavailable, not a live endpoint health check. retired counts terminal evaluator_retired intents. Rows with neither pending nor retired evaluations are omitted. Requires plugins:admin. Pages are ordered by plugin_id@version; next_after is the next after.
