Create Automod Rule

Create a rule. Moderator-only. The body is the full rule config (name / scope / triggers / actions) — validation is byte-identical to the web form (regex must compile, at least one trigger and one action, remove/approve exclusivity). New rules append to the bottom of the evaluation order, enabled.
