Runnable specialist skill rounds (id + display name) for the schedule form.

Only skills with a RUNNABLE module — the library may list a skill (for the recommender) before its assessment module exists; those aren't schedulable. Defined BEFORE /{interview_id} so FastAPI doesn't treat "available-skills" as an interview id.
