Meter Usage

Report S2S direct-link usage against the bilateral metering ledger.

Usage is attributed only to the principal the presented credentials prove: a bearer consumer token and/or a direct-link token (its sub was minted from an authenticated resolve-direct). A body caller_id is never identity (REQ-404): a caller with no credential is refused with 401, and credentials that name different principals are refused with 403 rather than merged.

The metered target is what the direct-link token authorizes (WA-METER): its adapter_id and domain. A bearer names no adapter, so a body target with no token is 403, and a body adapter_id or domain that differs from the token's is 403, never used.
