Get a comment draft

The draft doubles as the comment's status record for its whole life, so this is how a commit is followed: draft is still editable with nothing queued, pending is committed and waiting for its send slot with nothing on LinkedIn yet, posted is live with comment_urn set, and failed or cancelled are final, with failure_reason and failure_code saying why the comment never went out.
