Cancel a queued comment

Cancels a committed comment that has not left the send queue yet, so it never reaches LinkedIn. The draft stays as the record, with status: cancelled, a failure_reason and a failure_code. Refused with 409 comment_not_cancellable when the draft was never committed, was already posted, is in a final state, or is being sent; reason in the details says which. Never charges a credit.
