Issue + email a one-shot numeric sign-in code for handle.

The code sibling of magic_request — same email lookup, same no-oracle generic response, same hashed one-shot storage in passkey_challenges. The difference is the credential (a short numeric code, not a link token) and the verify step (a POST, below), so the whole sign-in stays inside the iOS home-screen PWA.
