Get a pipeline run

Run detail. ?include=phases adds the run's FROZEN phase plan — the configuration compiled when the run was created, i.e. what this run actually executed. That can differ from what the Spec compiles to today (a rail edit, a republish, a new policy version), so comparing it with phases on GET /v1/specs/{id} shows the drift. Same shape and the same rail_stage_id join key.
