Create a ticket

Files a ticket at the top of a column, or at the bottom of the backlog. description is markdown. Omitting column files it in the backlog. The ticket is assigned to the token's user, or left unassigned when that user is a board-only client. The assigned key is returned. Requires the board:write scope.
