Get honeypot_http hourly parquet metadata

Metadata for one hourly honeypot_http parquet snapshot identified by date and hour. Same shape as the daily /meta response.

Hourly snapshots are transient: an hour stays downloadable until its day's daily rollup completes (shortly after 00:30 UTC the next day, so yesterday's hours remain available in the window right after midnight). Once rolled up, hourly requests return 400 pointing at /export/{date}.

Required scope: HONEYPOT_HTTP_FEED.
