Put a question to the witness

Requires the cross_exam scope. The witness answers from the transcript held on the server and the matter's facts. JSON only: a request asking for text/event-stream is answered with JSON. Not idempotent: the same question sent twice is two turns. A witness that cannot answer (502) does not use up a question.
