Update a webhook endpoint

Any of name, url, events, governance (partial: only the keys you send change) and enabled. Enabling is refused with 422 governance_incomplete until the declaration is attested with a purpose. Pausing stops new events from queueing; events already queued wait and deliver when it is enabled again. Requires the admin scope.
