Create an API key

Mints a key; the plaintext is returned once as api_key and cannot be read back (an Idempotency-Key replay returns the resource with api_key redacted). scope defaults to read. A key can mint up to its own reach: full can mint any scope, admin can mint read, write or admin. 409 limit_reached at 10 active keys. Requires the admin scope.
