Get Admin Consent URL

Resolves the org's Entra tenant, registers (or reuses) a per-tenant Nylas adminconsent credential for it, and returns the Nylas-hosted admin-consent URL bound to that credential. Consent runs through Nylas so it binds to the per-tenant credential on Nylas's side — required before an application grant can be minted. A single shared tenant=common credential can't back multiple tenants (its consent is single-tenant and re-consenting one evicts the others), so every org gets its own credential.
