The bookmark grants its reader nothing — they sign in and their own permissions apply — so the owner-only gate that stood here refused only the desk: a turn asked by the owner for a link to a page got 403 "owner quick-open requires owner access" (runs 13232593 and 435a5cbe, 2026-09-17), while sms_send(quick_open=...) minted the identical link under _require_messaging_write.
