Start one outbound call through the governed phone.call.start action.

The same governance the durable agent's action tool runs — risk-tiered policy decision plus the action + effect-receipt spine, never a provider bypass. A routine call is autonomous: a simulation line queues its provider-free conversation; a carrier line submits the originate and returns its live status. A policy HOLD returns an approval receipt; a DENY returns the refusal. Poll the canonical call by id for progress and the transcript.
