The Explore scroll as a given account would see it. The saved-tab feed mirrors the Saved feature's access — any signed-in user viewing their own slate (guests are gated out client-side, same as Saved). as_user impersonation is unchanged: still an admin-preview affordance whose target must be an admin account.
