Save member permissions and action settings atomically

Returns one current member configuration. Requires permissions_manage in legacy mode. In enforced mode, the actions part requires approval_controls_manage and the permissions part requires roles_manage; sending both requires both capabilities. In enforced mode, a body carrying neither actions nor permissions still requires approval_controls_manage; any body carrying permissions is refused with 409 authorization_mode_enforced. Each fund action has at most three category conditions. Catalog changes contain only the union of its saved and current finite server reference catalogs, never tenant activity or history.
