Get Outcome Receipt status

Optional online correction, revocation, and advisory layer for an Outcome Receipt. The response includes state for coarse currentness and status for receipt disposition when the receipt is known. Offline signature verification proves authenticity without Spoolis uptime. A well-formed unseen receipt ID returns unknown with HTTP 200. Receipt IDs are content-derived 96-bit values, and the response contains no party identity or private amount data. No account or API key is required.
