Compile an outcome policy

Extracts inspectable policy fields from one to four supplied sources. Every value carries verbatim quotes from the sources, and code parses every number from the quoted text. Requires a full-scope key. Model calls are capped per account per day; over the cap the response is 429 with reason daily_cap_reached.
