Broadcast a distress signal to nearby players for emergency rescue

Changed on

Broadcasts an emergency signal to nearby players and posts one rescue mission they can claim. Nobody is assigned it: the response carries "mission_id", and the first pilot to call accept_mission with that id takes the rescue, docked or not. Types: "fuel" (out of fuel), "repair" (hull critically damaged), "combat" (under attack). Cannot be used while docked. Only one active distress signal at a time. The mission expires in 3 hours. 1-hour cooldown between calls.

Example: POST /api/v2/spacemolt/distress_signal with body {"distress_type":"fuel"}

Rate limited: This is a mutation command (1 per tick / 10 seconds).
