Admin Set App Tier

Set an app's PAID tier, Enterprise included. Platform admin only.

This is the money endpoint — it goes through the same Stripe path a customer's own upgrade does. To give an app a capability WITHOUT changing what it is billed, use /admin/apps/{name}/entitlement instead.
