Publishing

Promote a finalized artifact into a publishing release.

Publishing does not create or refine MP3/MP4 assets. Pass a finalized table-read artifact id; the release binds the durable MP3 already stored on the artifact manifest. Requires publishing:write; passing scheduledAt also queues the publish job and additionally requires publishing:publish (a write-only key returns 403). Omit scheduledAt and use POST /publishing-releases/{releaseId}/schedule to keep create write-only.
