Queue immediate release publishing.

RSS v1 publishes by making the promoted item visible in the first-party feed. Provider-specific targets are recorded as skipped/needs_setup until their publisher implementation ships. Outward-facing and not retractable once aggregators fetch the feed, so it requires userConfirmed: true after the user approves this exact release — the same human boundary the season path enforces at advance { action: "publish" }. The one exception is the show's STANDING APPROVAL: the API key it is bound to may omit userConfirmed for an audio release created after the grant (see standingApproval on the series). Every other caller still needs it.
