Org Policy

Remove a policy entry

Removes a skill from the org's policy. The optional department and team query params select a scoped entry; without them the org-level entry is removed. Org-level removal requires the ADMIN org role; scoped removal is part of the governance preview and requires a platform admin. Recorded in the audit log.
