Save and Send

If DRAFT: set status to EMAIL_SENT, move items to PENDING, and send the client upload link email. If already EMAIL_SENT/ACTIVE/COMPLETED: move any DRAFT items to PENDING and resend the email. Uses recipient_email from the intake request or client profile. No body required.
