Switch computer use on or off for the workspaces of an organization template (the API key’s organization)

Every workspace of the template follows it unless the workspace sets its own value; takes effect on their next tool token. Owners and admins (sessions) or API keys of the organization with a tool permission. 403 for platform templates (switch a workspace on instead), 404 outside the organization.
