Switch computer use on or off for the workspaces of an organization template

Every workspace of the template follows it unless the workspace sets its own value; takes effect on their next tool token. Owners and admins (sessions) or API keys of the organization with a tool permission. 403 for platform templates (switch a workspace on instead), 404 outside the organization.
