Read the model template

Which harness, model and effort each role of a task runs with, from the providers connected to the organization (and, for Codex, the project). Pass harness (the task’s provider) to keep a task on it, and attempt (1, 2, …) for a retry after a failure. A role whose provider is out of usage has wait: the task waits; nothing switches on its own.
