Prepare a hosted billing-management link for the authorized payer

Requires an eligible existing subscription and a saved Idempotency-Key. Returns a hosted management/cancellation URL. Creating or opening the URL does not authorize changing billing. Never enter payment details or change/cancel a subscription without the user's authorization.
