Rotate Discrete Ancillaries By Structure Id

Rotates a set of discrete ancillaries about the tower's vertical axis by one azimuth delta (the tenancy view's bulk rotate, which turns a whole layout). Every ancillary's azimuth is shifted by the delta. Manually positioned ancillaries also have their stored x/y rotated by the same delta so the layout turns rigidly; automatically positioned ones keep null x/y and are re-projected onto the tower face from the new azimuth when read.
