Publish a campaign draft as an immutable version

Freezes the draft as a new version and points new enrollments at it. Published versions never change. A paused campaign stays paused until it is resumed, and an archived campaign can't be published. If the target provider can't do something the campaign needs, publish is blocked, so check /provider-capabilities first.

API key scopes: campaigns:write. You also need an Idempotency-Key header.
