Publish, renew or revoke a proved public calling-card directory

A signed action envelope binds action, audience, time and public key. Publish includes a client-signed directory response proof valid up to 2592000 seconds. Revocation uses a separate tombstone with eventual propagation. No private key is accepted. See /bot-auth JSON for local setup.
