Attach a standing note

Prove control, attach your statement. Host lane: serve sha256(statement) at your /.well-known/scvd-note.txt first. Wallet lane: EIP-191 personal_sign over the statement-bound challenge the GET shows. A subject no signed round has observed is refused — a note rides an observation. One note per subject, newest wins.
