Cron Evaluate Stuck

Manual / external trigger for the stuck-eval sweep (CRON_SECRET-auth, mirrors the NewsPulse cron). The primary schedule is the in-process loop in app/main.py; this endpoint is for on-demand runs (e.g. draining a backlog right after deploy).
