Get Evaluation Progress

Live progress for the evaluation pipeline — polled by the feedback page while status != 'evaluated' to render a real progress bar.

Returns {step, total, label, updated_at} or {step: null} if no in-flight evaluation (either already done, or hasn't started yet).
