Resume what pause_all paused

0.244.0, the GRANTOR only, idempotent (the grantee agent gets 403 resume_grantor_only, "Tap Resume on the plan to start it again."). Lifts exactly the pauses pause_all made (never one made for another reason: a freeze, a key change). {status: "active" | "partly_paused", resumed: [ids], still_paused: [ids]}. Same optional goal_id.
