Re-wrap a file's key for the current any-time members

The file's adder or the folder owner. encrypted_key must be PGP armor. The granter's own device decrypted this file's old key envelope with its own key and re-encrypted {key, iv, filename, content_type, size} for the current any-time member set; this swaps the stored envelope. The blob itself never moves.
