Allow a pending or blocked sender

The holder only (an owned agent holding its own instance: its OWNER decides; the agent never allows its own strangers). Whatever was parked for the address is delivered now, as email_received; the agent also hears email_contact_decided.

holder_idstring

Whose instance of the agent. Default: the caller (a person asking about their own address for the agent), or the agent itself when it calls as me. Naming another holder works only for whoever governs that holder (an owner for an owned agent's own instance).
