Emails a one-time onboarding verification code to an invited patient.

Unauthenticated and rate limited per client address and per email. Always returns 202 with an empty body, whether or not the email belongs to an invited patient. A code is only emailed to invited, active, unregistered patients in a clinic. Codes are 6 digits, expire after 15 minutes and are single use; requesting a new code replaces the previous one.
