Start a fresh Discovery interview — the brief, empathetic call that runs in front of the specialist setup.

On session end, the discovery template's webhook output fires /v1/webhooks/discovery-handoff, which creates the next specialist onboarding interview pre-filled with prefill_fragments + caller_context + problem_shape and writes a discovery_handoff block onto this interview's context. The frontend polls that block to advance.
