Canonical scoped Transit and Transitland disruptions

ROOTE Line/Stop references resolve before provider acquisition. Geographic queries use nearby persisted canonical entities within 1000 metres, up to ten qualified scopes. Incomplete or unavailable coverage never confirms normal circulation. No textual merging of incidents. Explicit public_contract=roote-1.1.0 selects the freeze-ready whitelist and qualified EMPTY semantics; existing default/version/legacy responses remain compatible. Unknown source freshness does not establish operational availability. Internal acquisition/matching metadata is excluded from the freeze-ready projection.
