Search all nearby ROOTE families

Global in-process orchestrator. With no filters it queries mobility, transit and services. families is authoritative; otherwise modes and types infer eligible families. Anonymous limited requests do not debit a Developer project. In the active developer-request-1.0.0 policy, one billable external Developer request settles at most one credit across all families; failures and insufficiently covered zero results are refunded. Internal projects retain their separate policy. Strict DTO by default; legacy requires public_contract=legacy. See /docs/PUBLIC_API_MIGRATION.md. Explicit public_contract=roote-1.1.0 selects the freeze-ready whitelist and qualified EMPTY semantics; existing default/version/legacy responses remain compatible. Unknown source freshness does not establish operational availability. Internal acquisition/matching metadata is excluded from the freeze-ready projection. completed_families includes useful successful or partial family executions; partial_families identifies the partial subset. limits.limit_scope=response bounds the total, family_limit bounds each requested child. Dictionaries Lines/operators are references, not additional returned entities.
