Rotate the claim_token of an anonymous account (auth required)

Use when the original claim_url leaked (e.g. pasted into a public transcript). Mints a fresh claim_token and invalidates the old one immediately. Only anonymous accounts have a claim_token — already-claimed accounts get 404.
